Innovative Reuse of Infrastructure in Battle Ground, Washington
Here at Windsor, we believe some of the smartest infrastructure solutions come from using what already exists. There’s much to be said about reuse solutions.

Take, for example, our project with the City of Battle Ground, Washington. The City faced increasing wet-weather flows that were straining its wastewater system. Rather than building new storage tanks, the project team took a more sustainable approach by repurposing existing, unused concrete basins from a former treatment plant to create new flow equalization capacity.
The innovative reuse of infrastructure reduced cost, shortened the construction schedule, and preserved land for future community needs. And all the while strengthening system reliability and protecting public health and safety.
We were honored and grateful to see this project recognized as a 2026 ACEC Oregon Engineering Excellence Award nominee.
For this project, Windsor Engineers partnered with Kennedy Jenks Consultants as a subconsultant, with construction by Tapani Inc. to deliver a solution grounded in collaboration, stewardship, and care for the community.
