THE LEIJONA

Like many jails, the former Saint Louis County jail in Duluth is a challenging building type to reuse as it is comprised of many small cells that make up the structural system. The building was stripped for demolition and has been vacant for over 15 years. In addition, financing a complex reuse project is challenging and generally involves multiple funding sources including historic tax credits, tax increment financing, and grants. Windsor collaborated with the design team to create 33 residential units in the former jail, explore system options, coordinate with existing building elements, and coordinate/obtain project funding and support.
